🗂 Chronology of requesting and obtaining asylum and a residence permit in Spain

That is, filing is available not only to citizens of specific countries, but to absolutely everyone, provided there are grounds.
0️⃣ Entry
Enter Schengen (on a multi-visa 180/360).
1️⃣ The very first Asilo step — make an appointment (cita previa).
cita previa — this is the "appointment scheduling" step.
This can be done via an online form or by phone.
The purpose of the recording is to book a date and time for a visit to the police or the Oficina de Asilo y Refugio, where the actual application submission, fingerprinting, and documentation take place.
2️⃣ Declaration of intent to seek asylum (manifestación de voluntad).
You come to the appointment at the pre-booked cita previa with your passport and available documents — this is the actual beginning of the procedure when a person declares their right to request international protection.

The officer establishes identity, documents are checked (passport, ID cards, if any), originals are verified, and a photo is taken.
The officer enters your data into the electronic system and opens an applicant file.
Briefly records the reasons for applying for international protection.
Takes fingerprints on a scanner and sends them to the Eurodac system.
Conducts a check against EU databases for past visits or applications in other countries.
They issue the resguardo blanco — a temporary confirmation of applicant status.
This document is important: it suspends the deportation procedure and records your application.
They explain the rights and obligations of the applicant, the procedure for renewing the document, and waiting times.
A date for a detailed interview (formalización) is assigned.
3️⃣ Waiting and applicant rights
After formal registration, you become an applicant and receive a number of rights: free legal aid and an interpreter, as well as access to medical care.
4️⃣ Individual interview (formalización)
You will be called for an individual interview where the reasons for requesting protection (threats, persecution, etc.) are told in detail.
The interview is conducted by an authorized official (usually police or the Oficina de Asilo). It is necessary to prepare evidence, documents, and testimonies.
After the interview, they issue the tarjeta roja — the applicant's red card; the first time it is issued without the right to work.
5️⃣ Intermediate decisions and support (reception)
From the moment of formalización, the official countdown starts.
6 months after formalización, if the case is still under consideration, the tarjeta roja is renewed and already grants the right to work.
Depending on the situation, the applicant may be sent to reception centers or provided with assistance: temporary housing, social services, support programs.
6️⃣ Final decision (resolución)
When a positive decision is made — refugee status or subsidiary protection is recognized, a corresponding document (TIE) is issued, which gives the right to residence, work, and social guarantees in Spain.
7️⃣ After a positive decision
The Tarjeta de Identidad de Extranjero (TIE) is issued — the main residency document.
After obtaining status, the following steps are performed:
empadronamiento — registration of place of residence at the city hall.
número de la Seguridad Social — registration for social contributions and access to the labor market.
opening a bank account.
obtaining a digital signature (certificado digital) for working with government services.
if necessary, exchanging or obtaining a driver's license, taking integration courses.
8️⃣ Timelines — benchmarks
- Resguardo — on the day of application.
- Right to work — after 6 months.
- Interview — in 1–6 months.
- Decision — 6 months by law, actually 1–3 years.
- After TIE — all resident rights immediately.
- ✅ Applicant (awaiting decision) — remains only in Spain.
- ✅ After the first year, every 3 months they can spend 15 days in any EU country, up to 45 days per year.
- ✅ After obtaining status and TIE — you can travel to other EU countries, but no longer than 90 days for every 180 days.
- ✅ Residence in Spain through the protection procedure is a full integration into the life of the country: housing, work, medicine, education, finances, and travel become legal and accessible.
